Making Cinnamon Oatmeal Muffins 14. Sift Flour We crank the flour sifter over a bowl. We use the sifter for two reasons. First, it helps to thoroughly mix the ingredients. Second, it will break up any lumps in any of the ingredients we put in the sifter. Our baking powder had some lumps. When I noticed the cinnamon had not mixed completely in the flour we put it all through the sifter once more.
