A tank that is slightly empty will contain air that will condense when it gets cold at night. This means water will be in the tank. So you fill the gas. The tanker trucks also must do the same. One accident involved a plane that after filling with gas took off and soon crashed. An investigation showed the tank had a great quantity of water in its tanks. The tanker truck had not checked and the pilot didn't check.
