WC, term commonly used in England still prevails in most of China. WC stands for "Water Closet." "NO OCCUPYING STABLING" wants you to know not to use the facilities in the station. Whether you can use it when the train is halted we are not sure. Stabling correctly refers to "A building for the shelter and feeding of domestic animals, especially horses and cattle."
